What is a good alternative to silicone caulking to create a waterproof seal between metal and concrete?

I work at a dog boarding kennel and we used the silicone to seal the suites where the walls meet the floor between kennels. The silicone peeled off in about 1 month. We need an alternative product to waterproof this joint. Thanks!
